Convert an IELTS General Training or CELPIP-General result to Canadian Language Benchmark (CLB) levels, per skill, using IRCC's own conversion table.
IRCC scores each skill — listening, reading, writing, speaking — separately, then uses your lowest skill as your overall CLB level for eligibility purposes. CELPIP-General scores equal their CLB level directly; IELTS General Training scores are converted through IRCC's published band table.

The official conversion table
CELPIP-General is scored on the same scale as the CLB, so a CELPIP score of 9 in a skill is CLB 9 in that skill, directly (scores of 10, 11 and 12 are all reported as CLB 10 or higher for immigration purposes).
IELTS General Training converts through IRCC's published band table (minimum band per skill for each CLB level): CLB 10 needs listening 8.5+, reading 8.0+, writing 7.5+, speaking 7.5+; CLB 9 needs 8.0 / 7.0 / 7.0 / 7.0; CLB 8 needs 7.5 / 6.5 / 6.5 / 6.5; CLB 7 needs 6.0 / 6.0 / 6.0 / 6.0 in all four skills. Lower bands are on IRCC's own table, linked below.
French tests (TEF Canada, TCF Canada) are not converted by this tool. We could not confirm the exact current score-to-NCLC table from a single reliable primary source in the time available for this build, and would rather leave it out than publish a wrong number. Use IRCC's own language test equivalency charts for French results.

Frequently asked questions
What CLB level do I need for Express Entry?
It depends on the program and factor. Federal Skilled Worker applicants need at least CLB 7 in all four skills. CRS points scale up through CLB 10+, and your overall level for most purposes is your lowest scoring skill.
Does CELPIP or IELTS give a higher CLB?
Neither is inherently "higher" — they are different tests converted through different, IRCC-published tables. Compare your actual band or score against the table for your test rather than assuming one converts more generously.
How long are language test results valid for immigration?
Two years from the test date, for both profile completion and application submission. A result older than two years cannot be used and must be retaken.
