What 19 CFR 141.86 requires on an invoice

Section 141.86(a) says each invoice of imported merchandise must set forth: (1) the port of entry; (2) the time, place, and the persons by and to whom the goods are sold or agreed to be sold (or, if not sold, the place shipped from, the time, and the persons shipped by and to); (3) a detailed description, including the name each item is known by, its grade or quality, marks, numbers and symbols, and the marks and numbers of the packages; (4) quantities; (5) the purchase price of each item in the currency of purchase, or (6) for goods not purchased, the value of each item; (7) the kind of currency; (8) all charges itemized by name and amount, including freight, insurance, commission, cases, containers, coverings and cost of packing; (9) all rebates, drawbacks and bounties; (10) the country of origin; and (11) goods or services furnished for production and not included in the price (assists).

Other paragraphs add that the invoice and attachments must be in English or have an accurate English translation (d); that each invoice must state in adequate detail what is in each package (e); that every discount from list or base price must be set out (g); and that the invoice must name a responsible employee of the exporter (j). Required information may be on the invoice or an attachment (i).

What this tool does not cover

It does not check paragraph (b) (non-purchased goods shipped by someone other than the manufacturer), (c) (goods sold in transit, which need the original invoice and a resale invoice or statement), (f) weights and measures, or (h) invoice and page numbering, which the importer applies at entry. Some goods need more information under other sections of subpart C. Fields such as terms of sale and HTS classification do not appear in the text of 141.86 and are not checked; CBP's invoice-requirements page at the address we were given returned “page not found” when this tool was built, so nothing from it is used. Check current requirements with your customs broker or CBP.
