How to check, and what the tool needs

Pennsylvania checks refund status in three places: the Where's My Income Tax Refund? link on revenue.pa.gov, inside myPATH (the free state filing platform), or by phone at 1-888-PATAXES. All of them ask for two things: your Social Security number and the requested refund amount. The department says the service is available 24 hours. Nothing in this page asks for either value; the tool above only works with dates.

The department does not publish a day count for refunds. The 2025 PA-40 instructions say that e-filed returns are processed in about half the time of paper returns, and that direct deposit is not available for a paper return.

E-file: The PA-40 instructions say the department processes e-filed refunds in half the time it takes for a paper return. They publish no number of days. Paper: Paper returns take roughly twice as long as e-filed ones, and direct deposit is not available on a paper return.

The ID Verification Quiz and ID Verification Code

The most common reason a Pennsylvania refund stalls is identity verification, and the department sends one of two letters. An "Identity Verification Quiz Required" letter points you to a six-question multiple-choice quiz that draws on your credit background or filing history. An "Identity Verification Notice" instead asks you to enter a verification code on myPATH. Neither needs a myPATH username or password.

For the quiz you need the Letter ID on the letter, last year's PA-40, the exact overpayment on Line 29 of this year's PA-40 (Line 30 of a PA-40 KOZ) and the last four digits of your SSN. Complete it in one sitting: if you exit you cannot re-enter. The quiz expires 65 days from the letter's issue date, and the code expires 65 days from the letter date as well. The tool above turns the letter date into that deadline.

If you pass, the department processes the return and says the quiz itself takes a few days. If you ignore the letter or fail the quiz, you will be asked for additional identifying documents before the refund is released. Those go to the Bureau of Fraud Detection and Analysis (fax 717-783-5823, email RA-RVPITFRAUD@PA.GOV or mail to PO Box 280607, Harrisburg, PA 17128-0607). If you have no computer, call 717-772-9297.

Four ways a Pennsylvania refund can be taken

The PA-40 instructions list the refund offsets. The department applies an overpayment to any outstanding PA personal income tax from a prior year. With the Department of Human Services it intercepts refunds for delinquent spousal or child support. With the Administrative Office of Pennsylvania Courts it intercepts refunds for court-ordered obligations from criminal cases and pays them to the county clerk of courts, so questions go there. And under the State Income Tax Levy Program it intercepts refunds for delinquent federal income tax and sends them to the IRS; the department says its only role is forwarding the money, so questions go to the IRS. Separately, the IRS can intercept a federal refund for a delinquent PA tax debt after the department gives the taxpayer 60 days to pay.

One rule catches married couples: if a married person who owes support files jointly, the department delays the refund until the spouses authorize the offset to DHS or file separate returns. The instructions suggest that person file Married, Filing Separately. If nobody answers the department's notice, it processes the return as Married, Filing Jointly.

I got an "Identity Verification Notice" letterInstead of a quiz you enter a verification code from the letter on myPATH.Use Enter Verification Code with the exact Line 29 overpayment. To ask whether a notice is genuine, call 717-787-8201.

Worked example (hypothetical dates)

Suppose the department mails an Identity Verification Quiz Required letter dated Apr 6, 2026. The 65-day deadline lands on Jun 10, 2026. Take the quiz well before then; after that date you are in the "additional identifying documents" path instead. The date is hypothetical and the arithmetic is the 65 days Revenue prints on its ID Validation page.

Common mistakes

Throwing the ID letter away as junk: the 65 days run from the letter, not from when you open it. Using the wrong line for the quiz: it is the exact amount on Line 29, not the amount of refund you chose to receive. Believing a delay is a federal-style "review" you can speed up by calling: the main phone line, 717-787-8201, is for tax questions, and to check whether a notice is genuine. Mixing up a PA offset with a federal one: only the IRS can answer about a levy for federal tax.

Who this is for, and what it does not cover

It is for Pennsylvania PA-40 and PA-40 KOZ filers who want to understand a holdup. It does not read your account, cannot tell you your issue date, and does not cover local taxes. Pennsylvania publishes no day count, so the tool shows only the one deadline the department prints.

Frequently asked questions

How do I check my Pennsylvania state tax refund?

Use Where's My Income Tax Refund? on revenue.pa.gov, check inside myPATH, or call 1-888-PATAXES. You need your Social Security number and the requested refund amount.

How long does a PA refund take?

The PA-40 instructions say e-filed returns are processed in half the time of paper returns, but give no number of days. Treat any exact figure on a third-party site as unofficial.

Why is my Pennsylvania refund delayed?

A common reason is identity verification: you may have been sent an ID Verification Quiz or ID Verification Notice letter. Other causes are an offset or a joint return where one spouse owes support.

How long do I have to take the PA ID Verification Quiz?

The quiz expires 65 days from the issue date of the letter, and the verification code expires 65 days from the letter date as well.

What do I do if I fail or ignore the PA ID quiz?

You will be asked for additional identifying documents before the refund can be released. Send them to the Bureau of Fraud Detection and Analysis by fax, email or mail, or call 717-772-9297.

Can Pennsylvania take my refund for a debt?

Yes. It can apply it to prior PA income tax owed, delinquent child or spousal support, court-ordered criminal obligations, and delinquent federal income tax, which is forwarded to the IRS.

Is direct deposit available on a paper PA-40?

No. The instructions say direct deposit is not available with a paper Pennsylvania return, which is one reason paper refunds arrive later.

Which phone number do I call about a PA refund?

The refund status line is 1-888-PATAXES. For general personal income tax help, including whether a notice is legitimate, call 717-787-8201.
