SEPA is not the same as IBAN validity
The European Payments Council publishes the countries and territories within the geographical scope of its schemes. An IBAN identifies an account structure under ISO 13616; the MOD 97 checksum only catches transcription errors. Neither check confirms an account exists, who controls it, or whether a payment service provider participates in a particular SEPA scheme.
