RRSP withdrawal withholding tax.
Your financial institution withholds 10%, 20% or 30% of an RRSP withdrawal (5%, 10% or 15% federal in Quebec) before you see the cash.
The rate depends on the amount you withdraw: 10% up to $5,000, 20% over $5,000 up to $15,000, 30% over $15,000. The withholding is a prepayment, not your final tax.

Withholding is not your final tax
The CRA notes that the tax withheld may not be enough for your tax bracket, so you may owe more when you include the withdrawal on your return. If your marginal rate is lower, you may get some back.

Frequently asked questions
Does Quebec have extra withholding?
Yes. For funds held in Quebec, provincial tax is also withheld. This tool shows only the federal rates (5%, 10%, 15%); ask your institution or Revenu Québec for the provincial amount.
What about non-residents?
The CRA says withholding for non-residents is 25% unless reduced by a treaty. This tool covers residents of Canada only.
Does this apply to RRIF payments?
This tool is for RRSP withdrawals. For a RRIF, use the RRIF minimum calculator and confirm withholding on amounts above the minimum with your carrier.
