What the Regulatory Operating Fee is

Etsy charges sellers in some countries a Regulatory Operating Fee, a percentage of the order. According to Etsy's help article it is charged on the item price plus shipping, gift wrap and personalization, and Etsy's Fees & Payments Policy says it is subject to VAT where applicable. Etsy announced new rates effective 22 June 2026, and says the fees are set by country and reviewed each year.

Worked example

A French seller sells a 100 item with free shipping and no gift wrap. The base is 100, so the fee is 1.14 at the current rate versus 0.47 before the change, an extra 0.67 per order. At 40 orders a month that is about 321.60 a year in extra fees on the same sales, before any VAT on the fee.

Methodology

Fee = (item price + shipping + gift wrap) × rate. VAT on the fee, if you enter one, is added to the fee. The yearly figure multiplies the per-order fee by orders per month and by twelve, so it assumes every order looks like the one you entered. The "before and after" table uses the two rate sets in Etsy's announcement. The tool does not guess which orders Etsy applies the fee to; it only does the arithmetic on the order you describe.

Canada and Vietnam are also listed by Etsy as markets with the fee, but the sources found while building this page gave different current rates, so no preset is shown for them. Use the custom rate box with the percentage from your own Etsy payment account.
