Ontario's rent increase guideline by year

The guideline is the year-over-year change in the Ontario Consumer Price Index, averaged over the 12 months ending the previous May, rounded to one decimal place and capped at 2.5% — set annually by the province under section 120 of the Residential Tenancies Act, 2006. 2021 was frozen at 0% as a COVID-19 relief measure, a real published figure rather than a gap in the data.

A landlord may only apply the guideline increase once every 12 months to the same tenant, and must give at least 90 days’ written notice on the Landlord and Tenant Board’s official Form N1. Raising rent above the guideline requires either an Above-Guideline Increase (AGI) application approved by the LTB, or the unit being exempt from the guideline entirely.
