Do I need to report clipping income?

A payer sends a 1099-NEC only above a threshold, but your duty to report income does not depend on getting a form. Check both questions.

Report the income either way. For payments made in 2026 a payer generally files a 1099-NEC at $2,000 or more from you; before 2026 it was $600. In the example, a payer paid $2,400, so a form is expected, and $1,800 of profit gives self-employment earnings of $1,662.30, over the $400 trigger.

Worked example

A clipper is paid $2,400 across the year by one campaign organizer. For 2026 payments the threshold is $2,000, so the payer generally has to send a 1099-NEC (the exact form depends on how the payer pays and what it reports). The clipper had $600 of expenses and $1,800 of net profit. Self-employment earnings are $1,800 × 92.35% = $1,662.30, above $400, so self-employment tax applies.

Now take $450 paid by each of five organizers: no payer reaches $2,000, so none has to send a 1099-NEC, yet the whole $2,250 is still taxable and counts toward your net earnings.

Methodology: how this works

The IRS instructions for Forms 1099-MISC and 1099-NEC state that for tax years beginning after 2025 the threshold for nonemployee compensation rose to $2,000; the earlier threshold was $600. The checker compares what one payer paid you with the threshold for the year you choose, treating a figure exactly equal to the threshold as meeting it. The threshold is per payer, not across all payers.

Separately, the IRS says self-employment tax applies when your net earnings from self-employment are $400 or more. Schedule SE takes 92.35% of net profit first, so the page applies that adjustment before the $400 comparison. Neither test decides whether income is taxable: it is taxable whether or not a form arrives, and payers may also send other forms such as a 1099-K for payment-platform payments, covered in the 1099-K and 1099-NEC checker.

FAQ

Do I have to report clipping income if I do not get a 1099?

Yes. Income is taxable whether or not you receive a form. A threshold only decides whether the payer must file.

What is the 1099-NEC threshold for 2026?

The IRS instructions say $2,000 for tax years beginning after 2025. The earlier figure was $600.

Is the threshold per payer?

Yes, it applies to what a single payer paid you, not to your total across payers.

What is the $400 rule?

The IRS says self-employment tax applies when net earnings from self-employment are $400 or more. Net earnings are figured after the 92.35% adjustment on Schedule SE.

What if I had a loss?

A loss means no self-employment tax on this income, but record-keeping still matters. Ask a tax professional how a loss is treated on your return.
