Answer in brief
How often to retwist locs by phase, when the next retwist is due, and the yearly cost with tip.
Worked example
Budding locs, 5 weeks since the last retwist, $90 per visit plus a 20% tip ($108.00). The interval is 4 to 6 weeks, so the next retwist is due in 0 to 1 weeks. That is 8.7 to 13 visits a year, or $936.00 to $1,404.00 a year.
How it works
Intervals follow StyleSeat's guidance by phase: in the first four to six weeks of starter locs every two to three weeks, then every four weeks for starter locs, four to six weeks for budding locs, four to eight weeks for teenage locs (StyleSeat's summary says four to six for teenage locs but its teenage-phase section says four to eight, so the wider range is used), and eight to twelve-plus weeks for mature and rooted locs. Mature locs use 8 to 12 weeks here. The approximate timing of each phase comes from Curl Centric: starter locs from a few months to about 6 months, budding about month 6 to 12, teenage about month 12 to 18, mature from about month 15, rooted from about month 18. Locs vary, and those months overlap.
Visits a year = 52 divided by the interval in weeks. Cost per visit = price x (1 + tip). Cost per year = visits x cost per visit, for the shortest and longest interval. It covers retwists only, not washing, products or other maintenance.

How often do mature locs need retwisting?
