The Top Rated requirements (US)
eBay's Seller performance standards page lists the requirements for a US seller to be Top Rated. All of them must be met together.
| Requirement | Threshold |
|---|---|
| Account age | Active for at least 90 days |
| Selling activity | At least 100 transactions and $1,000 in sales with US buyers in the past 12 months |
| Cases closed without seller resolution | No more than 2, or 0.3% of transactions |
| Transaction defect rate | No more than 0.5%, associated with no more than 3 different buyers |
| Late shipment rate | No more than 5, or 3% of transactions |
| Tracking | Tracking uploaded within handling time and carrier-validated on at least 95% of transactions |
eBay says evaluations run on the 20th of each month. If you had more than 400 transactions in the past three months, those are counted; otherwise the last 12 months are counted. eBay also lists a 10% final value fee discount as a Top Rated Plus benefit for sellers who additionally offer same- or one-business-day handling and 30-day or longer free returns.
Worked example
A seller with 500 evaluated transactions, 1 case, 2 defects from 2 buyers, 10 late shipments and 490 tracked transactions has a case rate of 0.2%, a defect rate of 0.4%, a late rate of 2% and tracking on 98%. Every line is met. If the same seller had 16 late shipments, the late rate would be 3.2%, above the 3% line and above the count of 5, so that line fails.
Methodology
For lines written as "no more than N (or X%)" the tool treats the line as met when either the count or the percentage is within the limit, the looser of the two. The defect line is ambiguous in eBay's wording, so the tool reports "meets" only when both the rate and the buyer count are within limits and flags "depends" when only one is. Percentages use the transactions you enter as evaluated. Nothing is stored or sent, and the tool cannot see your real account, so always confirm in Seller Hub. Whether you reach Top Rated is not a prediction; this is a check of numbers you type in.
