How programs use FPL
Medicaid, CHIP and ACA marketplace premium tax credits set income limits as a percentage of the federal poverty guidelines; 138% FPL is the figure many states use for adult Medicaid expansion. The exact limit, the income definition (for example MAGI), the household count and the guideline year a program applies vary by program and state, so this calculator is informational and is not an eligibility determination. Check with your state Medicaid agency, HealthCare.gov or the program itself.
About the data
Figures are the HHS poverty guidelines for 2026 from HHS ASPE, published in the Federal Register on January 15, 2026 (FR-2026-00755) and checked September 30, 2026. Guidelines are updated each January; programs may keep using an earlier year’s figures for part of the year. Percentages are computed as guideline × percent, rounded to the cent; monthly is annual ÷ 12. The guidelines are not defined for Puerto Rico, U.S. territories or freely associated states. The poverty guidelines are also different from the Census poverty thresholds.
