What will Toronto charge for your building permit?

Toronto prices a permit as a rate per square metre times the area of the work, with a minimum fee. This uses the City's own rates effective 1 January 2026.

A 100 m² new house or addition is $1,856.00 at $18.56 per m². Finishing a 60 m² basement is $372.00 at $6.20 per m². Nothing costs less than the $214.79 minimum.

The City's stated formula is permit fee = service index x area of work, and "a minimum fee of $214.79 (2026) shall be charged for all work". The Zoning Certificate fee is stated there as 25 per cent of the total prescribed building permit fee.

How does Toronto calculate a building permit fee?

Rate per square metre for the type of work, multiplied by the floor area of that work, with a $214.79 minimum for any permit. Some work, such as a deck, porch or detached garage, is a flat $214.79.

Does this cover other cities?

No. Every figure here is Toronto's. Other Ontario municipalities set their own fees under their own by-laws, so do not reuse these rates for them.

What is not included?

HVAC and plumbing permits, development charges, Committee of Adjustment or other planning applications, and any Zoning Applicable Law Certificate flat fees are separate City charges and are not modelled.
