How CDCP coverage tiers work
The Canadian Dental Care Plan is means-tested on adjusted family net income (AFNI) — your net income plus your spouse or common-law partner's, from your most recently filed tax returns. There are four bands: full coverage under $70,000, 60% coverage from $70,000-$79,999, 40% coverage from $80,000-$89,999, and no eligibility at $90,000 or above. Coverage percentage applies against the CDCP's own fee schedule, not necessarily your dentist's full posted price.
Two gates apply regardless of income: you cannot have access to private dental insurance or coverage — through your own job, a family member's job, a pension plan, or a professional/student organization — even if you choose not to use it, and you must have filed the prior year's income tax return (both spouses, if applicable). The program no longer has any age or disability restriction; it is open to any eligible Canadian resident.

What counts as "private dental insurance" for CDCP purposes?
Any dental coverage through your own job or a family member's job, a pension plan, or a professional/student organization — and coverage you purchased yourself. Having access disqualifies you even if you never use it.
Is there still an age limit for CDCP?
No. The program rolled out in age/disability phases through 2023-2025 and is now open to any eligible Canadian resident regardless of age.
What if my income is exactly $70,000 or $80,000?
The bands are defined as under $70,000 (100%), $70,000-$79,999 (60%), and $80,000-$89,999 (40%) — an income of exactly $70,000 or $80,000 falls into the lower-coverage band, not the higher one.
